DonateWhat Issue 28 Does
Issue 28 is a Community Consent Amendment, meaning ALL projects meeting any – at least one – of the following thresholds would require citywide voter approval in a public election.
Occupies 50 or more contiguous acres.
Uses more than 20 megawatts of electricity at peak capacity.
Uses more than 500,000 gallons of water per day.
It applies to far more than data centers — including schools, hospitals, parks, churches, housing, and commercial projects.
The amendment would also require voter approval for certain expansions of existing properties that increase acreage, power demand, or water use by 10 percent or more.
In addition, changes to a property’s primary use or a transfer of ownership or operational control would also be subject to voter approval in a citywide public election.
The Problems With Issue 28
If Issue 28 passes, it will...
Shrink the city’s corporate tax base. When that happens, residents end up paying more.
Mean extra delay and uncertainty that will cost Grove City good jobs. Companies will look elsewhere.
Create lost revenue and a smaller tax base, threatening funding for essential services like police, fire, roads, and parks.
What This Impacts Now
Mount Carmel Grove City
Future bed, outpatient, or specialty expansion becomes slower and more political.
FedEx Ground
A major expansion or change in operational control puts jobs at risk.
South Western City Schools
Issue 28 would increase the time and cost of any additions, replacements, or large renovations – including a new Grove City High School.
Churches, Parks, Youth Sports Property, And Buckeye Ranch
While not commercial businesses, Issue 28 would make future development of any of these costly and time-consuming.
